SICAM PAS Software license

I have checked in the SICAM PAS catalog and found the description “Full Server” runtime & configuration license for more than 15 units" Order No: 6MD9000-1AA00-7AA0 Can somebody tell me that what is meant by 15 units. Is it the No. of IEDs that can be communicated or the no of SICAM Station units. I need licenses for 16 SICAM Station Servers. How many licenses I would need? Urgent please, Regards, KI
