Perhaps you should be specific to what you want to do.

Siemens HMIs are not controllers. The scripting used is for visual purposes or data processing. Somehow I am guessing you would want a controller and interface all built into one package.

Very possibly Siemens is not the brand you are looking for - but to be sure please be specific to your task's requirements.

You would like to have an HMI station that is connected to I/O modules and communicates to remote I/O stations, polls all connected inputs, tests  programmed functions and forces outputs in response to the program values?

Then what you need sounds more like a SoftPLC, a PC-based software controller.

Siemens offers WinAC RTX, based on S7-300 and S7-400 programming:

I want HMI which has functionality of PLC also. (But I dont want to connect it with any specific kind of PLC. I don't want PLC in picture)

one vendor like Renu Electronics FP5070TN-E which is HMI cum PLC.

I can write background program for it.

Actually we want HMI for IoT purpose which can communicate with Server through Data Aquisition System.
