Simatic manager Download button is disable, why?

In Simatic manager the download button is disable , I can not select the block & download, I have to select the project & download all or open a block then download one by one- that is very rigorous work. I have V 5.4 with Sp5 installed in XP. Any help please. Attachment Download option S7.JPG (835 Downloads)

See http://support.automation.siemens.com/WW/view/en/19267653, point no. 2. This often occurs after installation of an optional software package which is in general used in PCS7 only as PDM.
