I'm not sure if I understand completely.

But here is my suggestion:

Person1:

• Creates PLC project.

Person 2:

• Creates HMI in a different Project with tag table and HMI connection to a hollow dummy PLC with the same parameters (Name, type, IP-Address...).
• If you know where you can find the tags (absolute access), you can simply add them in the tag table.
• Set "Connection" to the HMI connection, set Access mode to "Absolute address".
• Use the tags in the HMI project like normal.

Fusion of both projects:

• Open two instances of the TIA Portal.
• Copy the whole PLC device and paste it into the Instance with the HMI project (ore vice versa).
• Repair the wiring in the HW-Connection (Network and HMI connection) Use the existing HMI connection or make sure it has the same name.
• Open the HMI tag table. In the middle window click on the blue&purple button on the top. of the tags (right most of four buttons). The mouse-over message is "Synchronize with the PLC tag.
• You have different options. Have a look which one fits you best. If you want to keep the names you gave the HMI tags don't forget to remove the tick at "Replace WinCC tag name with PLC tag name".
