SIPART PS2: cannot move existing actuator at all

Dear All,

I have newly bought a Siemens SIPART PS2(4-20ma, without HART, 2wire) positioner.when i go to commissioning it in my existing actuator(single acting, air to open, linear type, 20mm stroke , pneumatic control valve) then it cannot move my existing actuator at all when i press (+0 or (-) key in P89.5 NOINI mode.only small clicking sound hearing inside positioner .at that condition actuator position were zero.

so far as i know for going to auto calibration mode the actuator position should go 50% position but due it doesn't move at all i cannot move actuator position 50% and cannot go auto calibration mode.

however input electrical(4ma) and pneumatic (1.5bar kg) pressure is confirmed.

during commissioning i didn't any change in restrictor Y1 and Y2.

any body here who can advice me.
