I'm going through similar pains. I've discovered that programming the 7SJ85 IED as "direct w. enh. security" allows for operation of the open/close outputs; however, I don't get any failure indication when the operations are not realized. For example: when a CLOSE (Oper$ctlVal = 1) is sent and a mechanical interlock is blocking the actual close operation, the command stays 1 without resetting, even though the signal from SCADA returns to zero (0). The 7SJ85 manual shows: (see attachment) which should mean that my application is "direct with feedback monitoring" but I don't see anywhere that the feedback is showing or influencing the operation sequence. I would expect the feedback failing after the 1s time that is also programmed in the "Feedback monitoring time" section of the Circuit Breaker's Control parameters, but there's no indication. I would also expect the failure to reset the command issued to its original state. There is another part of the manual that discusses employing "switching sequences" but it seems very unnecessary for my application.
