I don't see how this problem is related to the topic, however I think this can be achieved with a phase sequence relay, such as Siemens 3UG4512-1AR20. This relay will indicate a correct or incorrect connection with a (delayable) output. Unfortunately I'm not familiar with the Sitop PSU's, perhaps these already have this functionality integrated.
