Hello, as stated in this delivery release for SP3: http://support.automation.siemens.com/WW/view/en/57267466 "Due to the statutory regulations for export control we are no longer able to provide the service packs for downloading in the Service&Support Portal" Yyou have to order it from your regional siemens rep.
