Speed control with S7-1500

All these drives need to go follow the speed of a master drive. What is the best solution to do this without encoders? I am looking at the Profidrive for S7-1500, but I am not sure if this can handle 24 drives in one PLC. To do this with highest precision without using encoders, what system are recommended? I have looking on both G120C with profinet and profidrive, and S120 as a more expensive alternative. Do you think G120C and profidrive with S7-1500 good enough? And how precise can this system be? If so, the easiest way would be when using G120C to run them in V/Hz control mode and to send all drives the same speed setpoint. This is easy because the load sharing is controlled via the motor slip. The disadvantage of this solution is the low dynamics compared to the servo drive solution. With S120 and its IRT bus you have other option for load sharing applications, like described here: https://support.industry.siemens.com/cs/de/en/view/38470057 When you need to run the axes with angular snychronism, you would need an encoder.
