The Step 7 Professional licenses (in the Simatic Manager classic softwware) gave access to Step 7 v5.5,, S7-SCL (a Pascal-based programming language, similar to IEC 61131-3 ST- structured text), S7-Graph (a graphical programming language based on GRAFCET), and S7-PLCSim, a simulation program for Step 7 v5.5 programs.. They were packages by year, so you could have Step 7 Professional 2006, 2010, 2017... The screenshot below shows you the contents of the Step 7 Professional 2010 offerings: https://support.industry.siemens.com/cs/ww/en/view/44488850 The MLK (master license key) you show also includes access to Step 7 v13 Professional, which allows you to program a S7-300/400 CPU in TIA Portal v13. This special package was proposed to allow access to both Simatic Manager and TIA Portal, for programmers who needed both licenses to upgrade a Step 7 v5,5 program to Step 7 v13.
