System Card loses user admin

Using the System card slot results losing the user administration data from the panel program after reboot and login is not possible through configured buttons. If we use only data slot and therefore program is only downloaded to panels flash-memory -> user admin data stays and login is possible. We are using different login-levels (Operate, User Admin) and they are programmed of course in the panel in TIA-portal. Panel firmware version was 12 and TIA portal 12 SP1 upd 4. Any ideas..?
