TCON dont work

CPU 1212 FW 4.2.1, TIA 14 SP1. when set REQ to 1 nothing happens. DONE, BUSY and ERROR = FALSE, STATUS = 7000. I am trying with TCON_Param and TCON_IP_v4 and the result is the same.
