For example: user a program the PLC and user B program the HMI.

Yes it is possible to do.. we have done so recently for a project. Look into the use of creating a "proxy" under TIA13.

Shortly you create a stand-in that represents the hardware link, the DB structure and variables that you would use in the development of the HMI. The nice thing about this method is that it is also possible to get an updated proxy from the PLC partner that contains new information. That means parallel development is possible.

IPE (Inter Project Engineering)... yes.

When creating a proxy for the PLC it also creates a file *.IPE.

See if the attached file helps for creating the proxy.

On the HMI side you pull in the proxy as if it is a PLC.

 For the HMI project - - - 

* Add the proxy as if it is your PLC:
  1. Add new device
  2. Controllers > Device Proxy

* A new folder opens called "Device Proxy".
* Right click on "Device Proxy".
* Select "Initialize device proxy".
* Show system where the file is that contain the proxy file you created before
* Use variables and DBs as if it is from the real PLC.

This works only ONE way... PLC >> proxy >> HMI,  but you can update the proxy in the HMI project.

After the project is finished we copy the HMI to the PLC-project.

So that everything is in one project.
