Test & Commissioning Function Active

Upon download, it says Test and Commissioning function active: Modules with active test and commisioning function can prevent download. I am unable to download to the PLC. I have searched everywhere for a root cause to this error. Please help.

Since this morning no way to download my project to the PLC due to test and commissioning active function. I already restart it, reset to factory but still unable to download to S7-1511 PLC from Tia V14.

Could you please give us a solution ?

I finally make it works after formatting the memory card.

Hi all,

We should not format the SIMATIC MMC card using Windows,

Instead You can reset it, Just erase the User program which is exist in it already.

You can clear this problem, By following below steps.

I have faced this issue and cleared it in using TIA V14 SP1-S7 1214DC/DC/DC

i) Just Add one new project with the same controller hardware configuration.

ii)_Connect it to ONLINE mode. TIA Portal will show the offline/online changes, Ignore it.

iii)Open "Online&Diagnostic" option placed under the PLC module configuration

iv) Go to FUNCTIONS in the opened window

v) Choose "Format memory card" option

vi) Do the format available in work screen

vii) you could see the LED changes after format completed...your maintenance and Error LED will show orange color.

viii) Now, Don't forget to power down the CPU hardware and power up again.

ix) Now, Download your required program.

it will work now. Wish you all the best.

Formatting the Siemens SIMATIC memory card is not possible to the users.

FAULT: ID event 16# 2A05 :FFEF

Solution : Online -> Functions -> Reset to factory setting

It may be late answer but ı am writing this information for other Siemens users. 

I had same issues several times and I read your topic's replies. So I had format to memory card and loaded program to PLC. It was solution. But finally I realised that there is a bit which is forced. I released force and download easily without formating to memory card. 

 This is the best answer. Just remove all the Forces and Try Compile and download again.

I had the same problem after cloning a project.
The original project had forced I/Os in the Force table, and it was copied to the cloned project.

After unforcing everything and deleting everyhing from the Force table, all was OK.
