Regards, Joel Dear Joel, You can not open a TIA Portal v12 project even when using latest version of STEP 7 (v5.5.3) Joel201 Thanks Sir. You may use the TRIAL software (for 21 days) without any limitation in the software functionalities. So for your question, YES you can upload and download using the TRIAL software.
