have you checked that any firewall software running on the PC is allowing incoming NTP requests? you need to allow UDP traffic on port 123 for NTP requests to be allowed through. have you come across a piece of software calledWireshark? it lets you capture network traffic. you could use it to monitor what happens when the CPU makes an NTP request, and will let you see if the PC is responding or not.
