time synchronization

dear experts:
first i don't think this problem got any relationship with the language,i just copied the WINCC project from
the ES of my company and did the same test in my own computer and send the pictures,it is the same results as
what happened in the OS in my company,and all the software and languages in my company are totally ENGLISH.

i also created a new project where there is no "time synchronization",i tried to activate the "aynchronization
via system bus(master,slave)"and then click the "OK" button,then what i have done can be saved.but if i deactivate
the synchronization later,the OK button is grey(can not be operated),if i click the "cansel"button below the"OK"
button,it ask me to save what i did,then i say "yes",but it said "could not save project data",so the deactivating
failed.(i can not find the 'diagnose folder" ,please show me where).

as what i said before,the WINCC project runs in the server(single project) of my company got no "synchronization"
settings originally,it's me who activateed the synchronization.later when i adjust the OS time because of several
minutes offset to the "local time zone",several seconds later the time changed back. if i close the
WINCC project and do the same modification,it is ok,so i think i can not change the time of the OS just because
the 'time synchronization"of the WINCC had been activated,but if i deactivate it ,i am failed.
