The same function is also integrated in STEP7, in the function "Edit Ethernet Node" (Menu "PLC" in the S7 Simatic Manager). Did you already try this?

You could try toconfigure your PC to use S7ONLINE over ISO instead of TCP/IP (PG/PC settings). This would allow you to access the machine and download a new configuration.
