When Using TSEND_C Block,

in my case the status show 16#7002 when the partner port is Closed , and show 16#7004 when the partner port is open  But it does not send any data to the Partner.

what could be the solution to such issue

It is pretty hard to say what is wrong. Save and check TSEND_C status when trying to send, also check what receiving end says. You could also add TRCV_C block and check if you get some response.

I attached picture with simple working configuration. I transfer content of another char array to the one to be sent. starReq is set to true and after sending is done it is set to false again.

I don't know to where you are sending data, in my case i had to add terminator to end of message $R$L, otherwise receiving end won't react.

Also i recommend array of Byte or Char instead of string. Unless you want to send string length bits.
