I'm not sure it's a runtime/authority/configuration/any other problem...

By use a domain administrator to install unified RT V19, V19 update1,2,3 to an IPC panel.

This panel with OS win10 version 1809(build 17763.2114).

When installing above program, I didn't restart windows, instead of delete line <PendingFileRemameOpeaations> in the register.

After installation, open the runtime manager and show "error" in the right bottom. Some of button not active (eg. '+' open project is inactive), some option seems could be chose but couldn't be saved.

Tried below steps:

1, re-config "WinCC Unified Configuration", not fixed

2, uninstall and reinstall V19, not fixed

3, repair, after repairing, setup window return "an error occurred during setup". The setup report with error line <ERROR AdsWorkerSetupPackage::OnWorkerCompleted(): - SetupPackage setup failed due to unknown error>, <FAIL!  SetupUnit (WinCCUnified_RT) failed PlusMain Reinstall>. Not fixed.

BTW, I found when refresh runtime manager, right bottom "error" change to "OK", but it will back to "error" after the refreshing finish...

May someone of you have an idea what should I try ?

 I got logs from RTILtraceViewer, may it would take any useful info for this case..

The log file includes eg. <Cannot initialize paths from configfile "C:\\Program Files\\Siemens\\Automation\\WinCCUnified\\WCCIL_PLF\\config\\config"....>

Now I am thinking if the error cause by domain administrator permission? But no local administrator account in the IPC...

 Current status:

WCCIL SCS Service couldn't be started, Error code:1069: The service did not start due to a logon failure.
