Can anyone in Forum advise me to upload complete program from a Locked 1500 CPU,

Customer lost Backup , CPU also locked.

Is it possible to upload .

I have little confusion that when i will upload program from S7-1500 then CPU will go in stop mode or not???or can i upload program without going in stop mode??

Please follow instructions here in Video or linke bellow and the CPU won't enter stop mode.

How do you load the project data from the CPU into the programming device in STEP 7 (TIA Portal)?

To upload a locked PLC, do you mean the PLC has a password and nobody knows the password?

You can use the SIMATIC Automation Tool to capture a complete backup of the running project.  The tool can load the captured backup to a replacement should the current PLC fail.

If you want the original logic / hardware configuration, you need the password used to lock the PLC project. This concept borders on the unethical - depending on perspective and application, but perhaps someone can use something like AutoIt! to brute force password attempts to unlock the PLC once you have a full backup loaded to a spare PLC.
