User AdministrationProblem

In my Wincc 6.2 project I added 2 users the first one is an administrator and has all the authorities ,the second is an ordinary user with no authorities but when I run my project both users have the authority to do every thing which means there is no difference between them.What does this mean ????!!!!!!!!

Also my system works every thing even if I'm not logged on with any one of them

This is normal behavior, most functions are possible in this mode...
