Users that I have defined in TIA V17 WinCC Unified Project cannot login

We have 10 defined users (with roles) and they can login without problem to the web pages. All the users are defined directly in TIA Portal project. I recently added additionally 2 new users but after loading project with success I noticed that these new users cannot login. They get always the Error "Incorrect username or password" allthough everthing is OK. Is it possible that the max users are limited with 10 and an additional license is neccessary? I have ordered the license 6ES78231UE300YA0 TIA UMC - 100 User Accounts , but I don't know how to activate this (if neccsary).

WinCC Unified PC Runtime V17 allows up to 200 users, but if you use Central User Management (UMC), only 10 users can be used without an additional license. To be honest, I have never used UMC, but according to the UMC Web User Interface Manual (Chapter 8), you have to admit that you owe the required licenses. Kind regards Stefan
