From TIA Portal v16, you need to install them separate. (Older versions did install the images automatically)

Find the directory:

C:\Program files\Siemens\Automation\Portal v16\Data\HMI\transfer\16\

Here you find the images.

I have the same issue, not new with Siemens, but new to TIA, I have made new plc and HMI program, simulation all works, but when I try to load the HMI project I get the error failed to load because of missing panel image. I did however install the CD which says panel images. I have TIA 17, but I do not see this directory you mention, and I also do not understand what I should copy or install, why you need to copy something into a certain directory? That doesn't make sense at all and is not user friendly either. Any help would be appreciated, thanks

I simply downloaded "DVD 3/4 WinCC Panel Images" and ran the start.exe file.  The installer did the rest.

Seems the problem has been fixed in V17... no copy pasta files and manually creating image folders anymore.
