That is not a huge issue. 

There is some memory to remember how the blocks are placed on the page. If you upload the program, the blocks are exactly as you placed it.

The block positions will be different on upload if exceeding the limit.

This is not a problem for those of us who keep an offline copy of our programs and therefore never rely on upload programs.
