Faster response is usually due to higher proportional gain.  Oscillation is usually controlled by integral gain.

Heart attacks are caused by differential gain.  Don't use it.

To understand PID parameters influence on ouput signal, just watch carrefully wikipedia's documentation about PID controler.

Generally, Derivative action is not used, as it is very sensible to setup and may intoduce high instability.

PID instruction is usually placed in a cyclic interrupt. If i understand correctly, the parameter "cyclic time" of the interrupt may also affect the respose to the change of the process value. Don't expect response in 1/4s if the interrupt is called once per second. Jeff's advice on use of common sense should be used however not to set the cyclic time too short if the program needs to do other functions too.
