What is the difference between the IN1, IN2 and IN3, IN4?

my starter is AS-I based communication

maybe my question was not accurate, actually i am talking about whether can I configure the IN3 and IN4 over the IS-I protocol, because in page 17 of the former manual i have found the following statement:

i did not understand the deference between two statement  "2 inputs can be read via AS-i" and 2 "inputs with fixed input function"
