what's role of power tags in V16 engineering software. software clearly for doing engineering/configuration tasks then why do I need to specify the power tag number, which I observed during WinCC Software selection in TIA selection tool. for example

It is a licencing thing. More power tags, more money. I have never checked how much there is price difference, but it is good to know how many power tags you need.

I think there licence tag number starts at 128 and goes on in power of two 2^7 to 2^12. 

 Your right in the terms of WinCC RT but my question was engineering software where i dont know how many tags gonna popup which clearly to develop an application and number of tags.

The part number you shared is of WinCC RT Professional (512 tags). (It's Software+ license)

You need to purchase this package only if you are planning to use a PC based system with Multi user or SCADA functionality because this is an additional Engineering version for development of such systems.

As K Ohjus explained above, Power tags are PLC tags that are used in HMI Runtime. (Each Digital as well as Analog tags from PLC count as one Power tag).

512 Power tags here means you can use up to 512 tags in Runtime. It's a license thing & you have to plan in advance and buy suitable license. But there is always option to Upgrade your license to higher number of tags if it requires in future.
