Yes, if the transmitter/converter needs replacement, neither the flow tube/sensor nor the Sensor Prom needs to be replaced.

The Sensor Prom is unique to the flow tube (the Mag3100 in your example).  A Sensor Prom comes with every flow tube.  The Sensor Prom holds the calibration characteristric for that particular serial numbered flow tube.   Every flow tube is slightly different in it response and the Sensor accounts for those mintor differences.

If the Mag5000/6000 transmitter/converter were to be replaced, the Sensor Prom from the original flow tube remains in the 'junction box onto which the transmitter/converter mounts, so there is no change or Sensor Prom or flow tube for a transmitter/converter replacment.  In fact, the transmitter/converter is unscrewed, lifted off, the replacement is snapped into place, screwed down, the power turned on a couple settings are configured and it flow meter back up and running.

If the flow tube were to be replaced, then a replacement flow tube comes with its own specific, unique Sensor Prom, that would replace the 'old' Sensor Prom.

There is no link to a file for the sensorprom, to my knowledge. 

When you receive the flowmeter you ordered, calibration data is loaded by the factory on a "sensorprom" that you must install in the transmitter chosen for that flowmeter.

The Siemens factory keeps an archive for each calibration parameter for every flowmeter they construct, idrntified by the serial number of the flowmeter tube. We have had to request a new sensorprom from Siemens after loss or destruction of the chip, and they were able to comply; but that was relatively soon after production, I do not know how long they would keed those archives. 

The MAG 5000/6000 Quick Start manual shows how you should set the sensorprom in the transmitter housing.

This is the only manipulation a user must do with the sensorprom when installing the flowmwter. Is this the type of information you were looking for? If not, please clarify your question.
