As I thought the problem was in my incorrect installation of the STEP7 v.13 TIA.

I excluded the WinCC  Basic  from installation, cause I needed the WinCC Professional.

As practice shown it was necessary to install WinCC  Basic first (when installing STEP7 TIA portal).

 I need to configure the TP1500 6AG1 124-0QC02-4AX0  Operator Panel ,

I have installed the STEP7 Profess. TIA portal v.13 but there is no any entry about the Panel.

I also couldn't find one in the Hardware Support Packages (HSPs) for TIA portal v.11 … v.15 at the SIEMENS site.

 Where to take one ?

The part nuimber you show is for a Siplus Extreme TP1500 Comfort panel. See the attachment below, from Product Support (just type your part number in the Search box at the right of this page, click the magnifying glass icon, and and open the Product support link).

In your configuration, use the base part number, 6AV2124-0QC02-0AX0.

The Siplus version of this panel resists harsh environments for vibration and chemical/particle penetration.The attachment also shows a list of the environmental conditions your panel has been hardened to resist.

But I have met the problem. An Operator Panel  6AV2124-0QC02-0AX0

  we are talking about is in the (HSPs) for TIA portal v.11  only.  

(HSP_V11SP2_0001_001_ComfortP_ComfP_15_22.isp11).

I have TIA portal v.13 installed and when I try to add the entry

HSP_V11SP2_0001_001_ComfortP_ComfP_15_22.isp11

to the HW catalog, I can't  see the file in the opened window.

What to do ?

The 6AV2 124-0QC02-0XA0 (TP 1500 Comfort panel) is marked "Configurable from TIA Portal v11...).

This means that for versions of TIA Portal following v11 it should be available in the devices list of your profgramming software.

An HSP file is only required to update a lower installed version of TIA Portal with new hardware; it does not work with later versions.

Try adding the TP 1500 Comfort panel as a device in your project.

As an example, here is a screenshot of my own TIA Portal v13 installation.

Is it a WinCC v.13 (Comfort, Professional )  "profgramming software" ?

So U want to say if I install WinCC v.13 on my PC then I will see the 

Operator Panel  6AV2124-0QC02-0AX0   in  the WinCC Configurator  device list  ?

Ok, but I need to create a Profibus DP connection between my PLC  Simatic S7-300  CPU 313C-2DP and  TP1500  in STEP7. 

So I need  the  Operator Panel  6AV2124-0QC02-0AX0  in the STEP7  HW  device list  to create the necessary Profibus DP connection.

Then I will be able to start PLC SIMulator  in STEP7 and to test my WinCC project in RunTime.

Yes, I saw earlier the part of table U had shown.

I installed the STEP7 v.13 Professional TIA portal and then I installed WinCC v.13  Professional  on my PC. 

The problem is I am not quite sure that I have installed WinCC v.13  Professional correctly cause a lot of SIEMENS software were installed on my PC before. For example, I deleted SQL Server 2005 and something else, but maybe some software remained and it didn't allow to install WinCC correctly.

Now I can't find the WinCC  shortcut neither on my PC desktop no in the Start Menu. So I can not start WinCC.

Probably I need to reinstall my OS Win7 completely and then install the necessary SIEMENS software only. 

Am I right ?
