Hello this is a quite normal behaviour if you do not have stored already some parametersets. in the drop down list you will only see the already stored parametersets. So you have to create one and set the values you want to store and then save the settings. Or you can upload the values from the PLc then use the button for loading the values from PLC. Than also you have to store the values in a prameterset. If you have a few parametersets you can select one and then download to PLC.
