It sounds like you have the two types of client mixed up !!

• You have created a Client Project on the client so you do not add the client computer name to the server project. You must remove it because it's not necessary.
• Double-click on the alarm control and tell us what Servers have been selected (see attachment). I just check the box "All Servers" and it works well.
• If you are using Basic Process Control then you must specify a Standard Server. You can try this even if not using BPC. More information is in the WinCC manual - Start -> SIMATIC -> WinCC -> WinCC Information System -> Contents tab -> Configurations -> Multi-User Systems -> Client Configuration -> "Configuring a Standard Server"

If none of the above works I would recommend you try with a dummy project. This will prove the concept and ensure you are following all steps correctly. So steps to follow are :-
- create a new server project
- create one internal tag, one message and display on a PDL
- create user with access level and generate server data package
- create client project and load server data package
