WinCC picture window always on top?

also met this problem!

controls objects, picture window are always on top.

WinCC 7.3

so how to change this behavior? or we cannot?

I have an alarmcontrol window that i open with a button on a "toolbar". Then I have  a main picture window where i open up all my screens. But i want the alarmcontrol-window to always be on top. I i click an object in picture window the alarmcontrol i pushed back behind it.
