Hello Fakhar Abbas, If it is a WinCC Professional SCADA architecture with a server and a client, and you do not want someone to be able to operate on the WinCC client, you should define a user in the Runtime, which is within a user group that only has monitor permission. Then, in the client, when this user logs in to the Runtime of the project, he will not be able to handle the controls, but only view the contents of the configured screens. Yes, I did the same thing. I only check two authorization (Monitor and Enable Remote Control) for my WinCC Client. The client can also log in on the Client's PC but can also operate in Runtime.
