I´m not sure whats your problem.

Do you want to get access to the Panels SmartServer through the PLC connected to another Subnet?

For example PC -> PLC -> Panel and the Interfaces in the PLCs have different Subnets.

In this case this won´t work, because the PLC cannot do a general Network routing. Only S7 Connections and Panels Transfer works with S7 Routing. But VNC  and general Netzwerk routing will not work -> Therefore you need a network router or Gateway.

A little additional Information.

In TIA V16 with the new FW 2.8 for S71500 you will be able do to IP Routing through the PLc without the need of using a separate Network Router.

Do you have set the Routers IP in the network settings of the Panel?
