WinCC Unified Comfort Panel local user administrations issues

When I log into "user management" on the panel I can't see any users created in security settings.

Update :

I can add users on the panel  in user management and tey work fine

I have sorted the issue 

By unchecking the Anonymous user from the assignemt see picture 

Login not possible

If it is not possible to log on to Runtime or to Simulation and you receive a "Wrong name or password" message, check to see if a role is assigned to the "Anonymous" user. If necessary, remove the role assignment and reload the project. When loading, make sure that the user administration data is reset to the start values.
