if you are using PLCSIM and a simulate HMI, please check if the Setting PG / PC (Windows Control panel) is setting as

Access point of applicaiton = S7ONLINE,

Interface Parameter Assignment Used = PLCSIM.TCP.1 (or equivalent)

Please apologize me if I didn't understood your question... Here there is a general sequence:

1. select the HMI in the project tree (directory on left), 
2. open menu, online, Simulation, start
3. open your internet browser (edge, chrome), give the url "https://" +  computer name

did you check the PGPC interfade like descripted above?
did you go online in the simulated PLC with TIA Portal before to start the HMI simulation? does it worked?
