as WinCC Professional is a PC Runtime it's designed to make the runtime easier to use for People used to operationg PC Software.
That's why it uses "Menus & Toolbars" instead of templates.

Alternatively you could use screen windows. Like one main window that hosts the menu like in the template and in the middle you call your other windos.

Also, you could use a faceplate to create a menu. It would need to be copied into every screen, but if you want to change something you can do all in one place at once and not in every single screen.
