All LED Flashing in S7 400 414-3DP

I'm having the same kind problem with a S7 400 414-3DP - All led Flashing.

Have try other CPU and it does the same.

At booting, no matter if run or stop, suddenly the INTF light on steady and all other led's flashing at 0.5 Sec frequency ..  then after some seconds the INTF flashing too.

The Net card which was going to run, when the flashing start goes to stop.

I Can't connect to CPU by any meaning, no MPI, no DP, no Lan. 

I have read cause can be by power supply.

My quest is: when this event happen, After replacing the power supply, the CPU will operate then or are CPU damage?

I have try to replace the power supply with a new one but the result is the same, CPU still not passing the booting diagnostic and INTF light on steady for about 10 sec. meanwhile all other led's blinking synchronized, then also INTF join all the led's to blink together.

I have try the minimal configuration, PS + CPU, no change, fault to start and all led's blink.

Power Supply  green led +5VDC & +24 VDC are light on - incoming power supply 231 VAC 50 HZ. from a UPS unit.

Have try with a new Flash memory card, insert and power on. CPU keep flashing like a christmas three.

I have replaced the Back plain with a new one of a same kind.

It Keep blinking all time, and still unable to access the CPU.

At this point it's almost sure is something inside the CPU card which cost the diagnostic to fail. (Ram Memory ?  corrupted Firmware?) 

I have request to activate the service by Siemens.

 Is it repaired ? in most of the places it was told like to replace the CPU. What is the reason for failure of CPU. Is it because of power flactuations? or firmware corruption?

Hello,

After all checks you have done, The only suggestion ,from me, would be checking your CPU in another working rack. The other important issue would be proper physical conditions like EMC and  Grounding .
