OB 31 cannot be downloaded and CPU is not coming back to Run mode

Hello All, 

In my case I am using CPU 944 but Fbs 238-251 and OB 31 cannot be downloaded and CPU is not coming back to Run mode.

Can somebody help me in this situation. I am totally stuck and machine cannot be started now.

FB238 - FB251  and OB31 are in the CPU integrated blocks. It's not possible to transfer this blocks from PG to CPU.
