Spindle drive is displaying 0021 ,what's the meaning.

Hi

I have a customer machine which uses Siemens 611 drives with Heidenhain CNC controller. It's a 5 axis machine. My problem is

4th and 5th axis not working and spindle also not working.

Alarm 0021 is displayed on spindle drive.

What is the meaning of this alarm.

I have checked all voltage voltage in drive and found o.k.

The photo snap attached is not clear. However the siginificance is as below.

Drive is not enabled - NE module controller enable signal missing (T64) and/or HS module controller enable missing (T65)
