I would not recommend copying the project from an existing runtime instance to another machine. I am afraid this would not work because I do not expect loading a runtime to be a simple file transfer operation.

So you should add the project from an external storage medium to the runtime. But this may not work for a simulation. However, since you seem to have a problem with the user rights on the computer, you can test by configuring a SIMATIC WinCC Unified RT system.

Yes, Stefan is totaly right. In the screenshot we can see that the project is of type simulation. So if you want to transfer he TIA project, then use the archiving function of TIA to transfer the project. If you only want to load the Runtime files of your Unified PC RT then use the way Stefan posted.

If you would have "Runtime" type project loaded in your Runtime Manager then in the Unified configuration is defined where the data is located.
