Got same error, for me this worked out:

• Go to Control Panel → Programs → Turn Windows features on or off.
• Check (enable) Internet Information Services (IIS). Under IIS:
  • Web Management Tools (especially IIS Management Console)
  • World Wide Web Services → Common HTTP Features, Application Development Features (eg.NET Extensibility 4.8, ASP.NET 4.8), Security (at least Windows Authentication).
• Click OK and restart your computer if prompted.

• Get URL Rewrite 2.0 directly from Microsoft's IIS site: https://www.iis.net/downloads/microsoft/url-rewrite

• Right-click on the TIA Portal installer (Setup.exe) and select “Run as administrator.”
• The installation should now proceed without error.
