I have tried accessing the device from two different PCs both directly wired to the LOGO! and with the LOGO! wired into my router.  In all cases, I can ping the LOGO! and the LOGO! can ping my PC, but it won't pass the "Test" connection.  I even tried disabling Windows Firewall to make sure that wasn't the problem.  It didn't change anything. 

For info, the original PC I used had IP 192.168.0.118 while the LOGO! had 192.168.0.15.  Netmask is 255.255.255.0, gateway is 192.168.0.1.

If need be, I can use Wireshark to trace the packets, but I wouldn't really know what I was looking for.

I've read several other posts on this topic, but none of them seem to apply.

Software: LOGO!Soft Comfort v8.1.0 (2016-07-14 16-34)

The hardware is a 6ED1052-1FB00-0BA8. I'm assuming this is a standard, not FS version.

I attached the screenshot - didn't seem like it had a lot of info.

As a side note, I did check with Wireshark yesterday and saw a lot of traffic when it was trying to connect.  I noticed among other things that it got the login page, so I used a browser and was able to see the LOGO's login page on a browser myself.  I tried to login but got a message saying the Web Server was disabled - no surprise.  There is definitely communication going on, but LOGO!Soft isn't happy with it.

This may be a dumb question, but is the version of LOGO!Soft Comfort that comes in the LOGO Starter Kits the full version or limited like the Demo Version you can download? 

This is very similar behavior to what I'm seeing - everything works great, it just won't download.  However, I would have expected the version to be marked somehow as a limited version with menu options greyed out or with a message that says that the feature is not enabled in this version ....  I also wouldn't expect it to perform all kinds of Ethernet traffic with the device only to say it's unable to connect.

I'm grasping at straws.
