What software should we use to edit .emf (enhanced metafile) ?

Hi all, 

I would like to open a discussion here to share about the tool you use to edit WinCC emf file. 

My colleague asked me about what software I used to edit emf file today, and i shared the below information to him. 

Personally, I use Microsoft Power Point, Microsoft Visio, and Snagit.

I tried Paint and graphic designer, the result is not as good as I expected. May be the method i used is wrong. But I tried hard using these softwares, could not get it working nicely. 

So anyone would like to share about this topic?
