at first, 7F58hex are 32600dec.

there´s no such block in Step7 classic.

you need to calculate it manually, like this:

At first you need the relolution of your range:

32600 - 32512 = 88

Then then calculate what 1digit is in %:

100% / 88 = 1,1363636...  as you see this is a floating number, so better convert your variables to Real from this point.

After that you need to know where your value is in the scale and mulltiply it with the percentage-value:

(MW77 - 32512) x 1,1363636% =

so for your value in MW77 you have the folowing solution:

(32530 - 32512) x1,1363636 = 20,4545%
