online DB and FC max range doesn't match datasheet

Hello I have to use an old 414-3XJ03-0AB0 PLC and I checked the datasheet and it says the maximum FC is 2048 and DB is 4095 so i can set the maximum FC to 1990 and 3600 for DB in under the compile and download option.

But when I download chart it gives me errors says FC out of the range (DB also), then I check the online performance and it shows the quantity for DB is 1023 and FC is 1024, doesn't match what the datasheet says. The DB and FB that out of the range can't be downloaded. 

Any idea why the online DB and FC range doesn't match what the datasheet says? Thank you!

 Hello, thanks for the reply. I did read the manual and specification so I can see the online resources don't match the resource said in the manual...

One thing I noticed is the manual says the resources is for firmware 3.1 only, and mine has a lower firmware version (1.1)... Maybe the newer firmware can provide more resources? I will try to upgrade the firmware with field PG. Thanks again
