How to assign initial values to "Initial Value" column in DB?

Hi every body!

I wanted to assign initial values to variables on a Data Block by STL Source. I thought the values would enter the "Initial Value" column(when you open DB you see columns. one of the is "Initial Value") but I realized that they enter to "Actual Value" column, as I can do this when I directly open the mentioned DB(Data Block) and changed to Data View then I can enter new values in "Actual Value" column. So what is the benefits in comparison, when I initialized by STL Sources??

How it is possible to exactly change the values in "Initial Value" column?

Briefly this pic that I attached was my answer. That was a small point. I should had typed the initial values between "STRUCT" and "END_STRUCT" instead of type that between "BEGIN" and "END_DATA_BLOCK"
