Logical, correct? I don't know if you can be lucky with higher OS like Win10 or higher, I expect that Win7 SPx is ok but check this for sure. Any .NET Framework or C++ support packages installed due requirements?

Is your instalation only SP1 of v13? Give us better information so other don't need ask you again and again. If you want to know exactly that error reason, you can check web probably for that.

I'm installing this first. that is problem what I expected. pls imagine that you want install Service Pack to some SW that isn't still installed I don't know, can you imagine you want install Updates to your Win OS but Win as exactly OS isn't still installed?
