If it were me, I would repair the TIA Portal installation.  It should repair the security restrictions related to that folder.

You will need access to an account with local admin rights in order to repair the portal installation.

If that does not work, uninstall portal, reboot PC, and then install Portal again.

I have a issue with TIA Portal software installed on my PC.

When I try to open a project or to run TIA Portal, I get the error bello (picture1-> point 1):

"Access to the folder with the application data is restricted.

The application cannot be started."

C:\ProgramData\Siemens\Automation|Portal V17\Settings.xml is write protected. Contact Your Administrator

I had something similar with Studio 5000.

I managed to fix it using "FactoryTalk Directory Configuration" (picture 1-> point 2).

For Studio 5000 software, the error occurred after I change the name of the PC.

Can you help me, please to sort out this issue?

Based on what I saw (in the log), you need someone from your company's I.T. group with more I.T. security clearance to help repair your Siemens installation so that the local admin account you are using to install the software will not be "denied" access to revise the security restrictions for the Siemens folders.

I would recommend submitting a Support Request to Siemens (using the "Support Request" link above these online forums) and ask them to review your log and suggest what is required to fix it.

I have seen access being denied to files within softwares of Siemens and Rockwell. At times it was because of security software that marked files as problems. Other times the files were marked as protected after some Windows update.

The last mentioned, I had to fix by doing some Powershell scripting. Unfortunately I do not have the details of it. But you should be able to find it. Look for something relating to restoring files privileges. 

As a first try solution, you can try giving your user read/write privileges via the attributes of the folder within File Explorer. Again this is better documented on the web as what I can jog down in text,

You can ask support services for either Rockwell or Siemens if you wish. You can tell them you think you need to restore read/write privileges for your user. They should know what to suggest.. even if it is a Windows related problem.

Is an Antivir active during the installation?
If so, please disconnect from the Internet and uninstall Antivir during the installation (despite deactivation, services can still be running in the background that prevent the installation) and run the installation again.

Only then reinstall the Antivir and connect the network connection.
Please test the behavior again afterwards.
If the behavior persists, collect the system log data of your computer.
Please use the SIMATIC Diagnostic Tool (SDT) as described below to send us this data.

Before you run the tool, you have to copy the XML files as described on the page (under chapter "Reference lists") into the "BIN" folder of the extracted SDT tool.

Run the SDT tool with administrative rights and deactivated Antivir.
Then upload the collected data to the FileShare. (separate email)
I will then check the system log data.
After the analysis, I will contact you again with the further procedure.

So I will try to use a virtual machine or reinstall the operating system.
